Mr. Bonham to Major-General Staveley.
Victoria, Hong Kong, March 12, 1849.
WITH reference to our late inspection of the military barracks at Stanley, and to the dilapidated state of the principal portions of the buildings, and with a view to saving all unnecessary expense in this colony, I consider it my duty to acquaint you, that so far as the civil government of the island is concerned, it does not appear to me that, under ordinary circumstances, it can be requisite to maintain a greater force than one company at Stanley; and having recently received a communication from the Right Honorable Her Majesty's Principal Secretary of State for the Colonies, relative to the strength of this garrison, I feel satisfied, that in times of peace its strength is not likely to be augmented.
Under these circumstances I deem it proper to record my opinion, that on no account should any outlay of public money be incurred at Stanley beyond what may be required for barrack accommodation for one company of troops; and if it be in contemplation to incur immediate expenditure for the repair of public buildings there beyond what may be required for that force, I would earnestly suggest its being suspended until a reference can be made to the Earl Grey, whose despatch by the last mail, relative to the expenses of this colony, you may remember particularly called my attention to the public works and buildings.
